Can an X-Strike lockout apply to a username or can it only be applied to an IP address?

At the moment, X-Strike blocking is strictly based on IP address, not username. So the following scenario is possible:

  1. UserA gets X-Striked from PC1
  2. UserA logs out of PC1
  3. UserA logs into PC2 and receives a fresh profile
  4. Or if X-Strike is set to reset upon each LOGOFF, UserA could just log onto PC1 to regain access.
